CHALLENGE
In 2021, the Memphis City Council introduced a proposed ordinance that would significantly restrict local retail operations in a specific sector. The proposal quickly gained momentum due to a high-profile media and grassroots campaign. Facing a rapidly evolving landscape, a national retailer engaged our firm to help navigate the charged environment, inform the conversation, and engage key stakeholders ahead of the vote.

APPROACH
Dean Public Affairs began with a comprehensive assessment of the policy landscape, analyzing similar legislation and historical outcomes to develop an informed and strategic path forward. Our team designed a public affairs plan centered on education, engagement, and collaborative problem-solving. This included:
